In 1994, when we all voted for the first time, we hung up our activist T-shirts and ceded total responsibility for our lives to our newly elected government. Then we folded our arms and waited for the miracle of better lives to be bestowed on us, a nation of passive recipients awaiting government largesse. When it isn't forthcoming, we organise service-delivery protests.

Despite adequate funding, we have failed to deliver services

​South Africa has failed to deliver quality services to the poor, despite adequate funding, Planning Minister Trevor Manuel said on Wednesday. “We must accept that despite the adequate allocation of funding, we fail to deliver quality services, especially to the poor”. He said legislators needed to recognise that the quality of democracy should be measured in a country's success in uprooting poverty, reducing inequality and broadening opportunities.​​
